9-12-12 Study tour to the Netherlands

Between the 9th  and 14th of December 2012 project partners from Vietnam visited the Netherlands for a study tour to be inspired by the water management solutions that the Netherlands has implemented.  The VCAPS consortium had prepared a program  including a great variety of activities (see attached program)

Host city for the study tour was the city Rotterdam. Chantal Oudkerk Pool welcomed the delegation and presented their views on the adaptation strategy for Rotterdam. After the presentation the study group visited the Waterboard Hoogheemraadschap van Schieland en de Krimpenerwaard.  Johan Helmer of the waterboard gave a presentation about the functioning of a waterboard and their role in climate adaptation.  In the afternoon several locations in Rotterdam where visited  to show how the city deals with its safety issue and is developing additional water storage in innovative ways.

A similarity between Rotterdam and Ho Chi Minh city is that Rotterdam is also moving towards the sea. A visit to the Rotterdam Harbour and the Maasvlakte2 area was made to show how Rotterdam is developing its future harbours in the sea. The third day of the tour, several locations were visited to show how the water management system in the Dutch delta has developed over the ages. Polder systems, super levees and the Maeslant storm surge barrier were visited.

On  Thursday the 13th a bus tour was made focusing on Room for the River projects and the delta works. Specific focus of the tour to the south-western delta was to show the different options for defence barriers that exist: open, closed and semi open structures combined with different activities. Inspiration from the field visits was used to further discuss and improve the climate adaptation strategy and the related action plan on the Wednesday and the Friday.

The following departments of the People Committee of Ho Chi Minh City participated in the Study Tour:

  • Department of Natural Resources and Environment
  • Steering Centre of the Urban Flood Control Program
  • Department of Agriculture and Rural Development
  • Department of Transportation
  • Department of Zoning and Architecture
  • Department of Construction

 At the end of the Study Tour all participants succeeded in their exam and received a certificate stating that they successfully joined the Ho Chi Minh City Moving towards the sea with Climate Change Adaptation Tour in the Netherlands in December 2012.
